About the Food Service Pest Reference

What this reference is

The Food Service Pest Reference sets out the pest rules that reach a restaurant, café, bar, food truck, caterer or commissary: the FDA Food Code sections the county cites, Utah's food sanitation rule, the county health regulations, and the pesticide and label laws that decide who may treat a kitchen and with what. It explains what the pest lines on a Salt Lake County inspection report mean, and it reports what inspectors actually cite, measured across thousands of public inspection records and published only in aggregate, never by name. It covers what happens to a restaurant's reputation when a report becomes public, what defends a business when a complaint becomes a claim, and the biology and control of the pests themselves at the standard a Board Certified Entomologist would sign.

Every requirement is anchored to a primary source: the code, the regulation, the statute or the court's opinion. Quotations are checked word for word against saved copies of those sources, and each page shows the date its quotations were checked. Where something could not be verified, the page says so or leaves it out. The Sources and Methodology page explains how, and the What Is Not Covered page lists what was searched for and not found.

The core pages and every tool are published in English and Spanish, written for the manager who runs a kitchen in either language. It is part of a series with the Healthcare Pest Reference, the Corrections Pest Reference, the University Pest Reference and the Multifamily Pest Reference, written to the same method.

What it is not

It is not legal advice and not a substitute for counsel, for the health department's own guidance, or for a qualified pest management professional. It does not grade, criticize or recommend any pest control company. It names no restaurant, and it never will: the inspection analysis is built so that no establishment can be identified from anything on this site. Pages marked "professional synthesis, not law" are the author's reading of published records, written to read the same for an owner, a customer, or either side's counsel. Nothing here promises that an inspection will go any particular way; that belongs to the inspector.

Disclosure

Mr. Frazer is the founder of Falcon Pest Control (Mountain Supply LLC dba Falcon Pest Control), a Utah-licensed pest management company and the only entomologist-owned pest control service in Utah. It serves restaurants and other food service businesses along with apartment communities, government facilities, schools and other commercial clients, and it employs licensed technicians whom he directs. A restaurant that reads this site may already have a pest control company; nothing here is written to talk anyone out of theirs.

He also practices as Frazer Applied Entomology, a consulting practice through which his Board Certified Entomologist consulting and expert witness work are delivered. He does not take expert work involving a facility Falcon Pest Control services. Nothing on this site describes or refers to any matter in which he has been retained, and the site does not solicit claims. See Consulting.
